Here's what it is and how to activate it.
Safe Mode
It is a way that will enable you to start the system of your PS4 with a series of minimum functions required.
Once you access it, these options will be deployed to help you with your problem and you can start the system without any inconvenience.
However, we recommend that you try other solutions before, since most of the safe mode options cause the console to return to its initial state or lose data.

How do I activate it?
To activate the safe mode you have to follow the following steps:
First, you must turn off your PS4 by pressing and holding the power button on the front panel of the console.
Once off, you have to press the power button again, but, this time paying attention when you release it. You have to do it when you hear two beeps. The first one will sound when you start releasing it and the second when 7 seconds have passed.
Finally, connect the remote with the USB cable plugged in and press the PS button.

What options do you offer me?
Then you can see the different options offered by the safe mode so that you find the most suitable for your problem:
System Restart: allows you to restart your PS4 in a normal way.
Change resolution: change the resolution of the screen to 480p.
Update system software: The console updates the software using: the Internet, a USB device or a disk.
Restore default settings: The PS4 system resets to the factory default settings.
Rebuild Database: Creates a new base with all content after scanning the drive. It may take more or less time depending on the amount of data.
Initialize PS4: deletes all user data and resets the console system to initial state. If you perform this step, you will lose all data and settings.
Initialize PS4 by reinstalling the system software: To do this, you need to connect a USB storage device containing the system software, and then confirm the selection. Like the previous option, if you accept, you will lose all information on the hard drive, including the system software.
Enable HDCP mode (exclusive PS4 Pro): This option is especially interesting for all those you have on your HDR TV and your PS4 Pro does not recognize you. To be able to see the image correctly you will have to choose this option and select [2. HDCP 1.40] on the next screen.
